Benefits of EPA's Clean-Car, Clean-Gas Plan Far Outweigh the Costs

Tier 3 is among the most highly cost-effective air quality control measures available. 

The program would cost about a penny per gallon of gasoline, and about $130 per vehicle. The annual cost of the overall program in 2030 would be approximately $3.4 billion; however, EPA estimates that in 2030, the annual monetized health benefits of the proposed Tier 3 standards would be between $8 and $23 billion.
By 2030, the Tier 3 standards would annually prevent:

  • Between 820 and 2,400 premature deaths
  • 3,200 hospital admissions and asthma-related emergency room visits
  • 22,000 asthma exacerbations
  • 23,000 upper and lower respiratory symptoms in children
  • 1.8 million lost school days, work days and minor-restricted activities

Health, Environmental, Scientific and Consumer Groups Praise EPA Clean-Car, Clean-Gas Standards: a Brief Roundup

Here is a brief roundup of excerpts of comments by some key health and environmental groups regarding today's proposal by the EPA to require smog-fighting, lower-sulfur gasoline and tougher tailpipe pollution standards:

American Lung Association:

"Using lower-sulfur gasoline in cars currently on the road will reduce as much pollution as taking 33 million cars off the road," said Paul G. Billings, senior vice president of the American Lung Assn. "This pollution triggers asthma attacks, worsens lung and heart health and can even lead to early death."

Emission Control Makers Hail EPA Clean-Car, Clean Gas Proposal


The following statement was issued by the Emissions Control Technology Association, which represents the world's leading manufacturers of mobile emission controls:

 
"As the companies who have developed the cutting edge technology to reduce mobile source emissions by more than 90 percent, the Emissions Control Technology Association (ECTA) commends President Obama's leadership in proposing a Tier 3 regulation that will improve public health and strengthen our domestic manufacturing base.
 
The benefits of Tier 3 will far outweigh the cost. ECTA sponsored a study authored by Navigant Economics demonstrating that Tier 3 would very likely: (1) not raise gas prices, (2) increase the cost of refining by only 1-2 cents per gallon, (3) generate more than 25,000 jobs, and (2) generate $5-6 billion in positive health benefits annually by 2020.

For Those of You Looking for Information on EPA's Clean-Gas, Clean-Car Proposal

It's the first big environmental initiative of President Obama's second term.  It's also quite likely the most significant step the President will take towards cleaner air in his second term.  Indeed, this could prove to be the landmark clean-air accomplishment of the President's second term.

This plan should be a no-brainer: every car on the road would immediately pollute less with lower-sulfur gasoline.  Credible studies put the cost at less than a cent a gallon. It's the most effective tool available to reduce pervasive smog levels across America.

The undersigned recreation and conservation organizations are very concerned about air pollution, particularly ozone and fine particles, respiratory irritants that are especially damaging to the lungs of children and those who work and recreate outside. We applaud this Administration for the great advancements in your first term towards cleaner and more efficient passenger vehicles which are a significant source of these pollutants. However, we urge you to expeditiously finalize the pending TIER III vehicle emission and gasoline standards which are essential to cleaner outdoor air in urban and downwind recreational areas.

Canadian Government Tries to Pull the Plug on Important Research Program Affecting Oil Sands Pollution – and the United States

The Canadian government is planning to mothball a prestigious environmental research program that has benefitted not only Canada, but the United States.

At the end of this month, Canada plans to cut off funding for the so-called Experimental Lakes Areas, a unique outdoor laboratory consisting of 58 small lakes in northwestern Ontario where scientists conduct experiments on whole bodies of water. The projects began in 1968. The research done there was instrumental in determining the causes and effects of acid rain. That research, in turn, led to the Acid Rain Treaty between Canada and the U.S.

Perhaps not coincidentally, one of the program’s current research projects involves toxic pollutants released in the extraction and use of Canada’s oil sands – slated for transport in the controversial Keystone XL Pipeline, which Canada is aggressively promoting.

Seems Like Only Yesterday...But It's Been Five Years Since Bad Bush Smog Standard


Today is not just the official start of NFL free agency and the Vatican conclave, but also the fifth anniversary of the Bush administration's decision to ignore its own science advisers  -- and set a clearly deficient national air standard for ozone. 


Why is five years important?   The Clean Air Act requires the U.S. EPA to review the science behind widespread pollutants such as ozone every five years, and make a decision as to whether the standards should be changed based on the most recent science.

And the Obama administration is going to blow the deadline!  In other words, violate the Clean Air Act.  Well, you know what that means! 

Car Companies Try to Flatten Electric Car, Zero-Emission Standards


The "Big Three" as well as foreign car companies are taking dead aim (again!) against electric car and other zero-emission vehicle standards.  In a petition sent yesterday to the U.S. EPA, the companies urged the agency to reconsider an earlier decision that would permit California to enforce its zero-emission vehicle requirements, which could also be enforced in some other states.

One of Washington's worst-kept secrets! McCarthy (finally) to be named as new head of the EPA


Gina McCarthy’s nomination was obviously one of Washington’s worst-kept secrets!

But, seriously, Clean Air Watch enthusiastically applauds this decision.

Every American is – or will soon be – breathing cleaner air because of McCarthy. As the head of EPA’s air division, she spearheaded vital public health protections, including historic mercury controls for coal-fired power plants, tougher new air quality standards for fine-particle soot, and landmark greenhouse gas standards for cars and trucks.

Emissions Control Industry Makes Eloquent Case: Pollution Cleanup=Jobs, Economic Growth

As many of you know, we have been pressing for several years for the EPA to move ahead with new smog-fighting tools, including cleaner, lower-sulfur gasoline, and tougher emission standards for new cars.
