As we have learned by following the action in DC, the oil lobby never seems to sleep. And it appears determined to take every step possible to block EPA from ever setting new low-smog, low-sulfur gasoline standards. (Even though the Obama EPA has put the issue on the back burner, for now, because of the oil-inspired ruckus.)
Their latest attempt is an amendment, by Senator Inhofe of Oklahoma, to legislation reforming the U.S. Postal Service, of all things. See below.
Senator Inhofe wants the Postal Service to bring us dirty air along with the mail.

1 On page 227, after the matter after line 7, add the
3 SEC. 409. DELAY OF TIER 3 MOTOR VEIDCLE EMISSION AND
4 FUEL STANDARDS.
5 (a) IN GENERAL.-The Administrator of the Envi-
6 ronmental Protection Agency shall not propose any Tier
7 3 motor vehicle emission and fuel standard until the Ad-
8 ministrator determines that the implementation of the
9 standard will not result in-
10 (1) an increase in the price of gasoline;
11 (2) an increase in imports of finished products;
1 (3) a loss of refining capacity or decrease in re-
2 finery utilization in any Petroleum Administration
3 for Defense District.
4 (b) CONSULTATION.-ln making the determination
5 described in subsection (a), the .Administrator of the Envi-
6 ronmental Protection Agency shall consult with the Sec-
7 retary of Energy and the National Petroleum Council.
